Improvements + Bug related to Cargo (Rust package manager)

Hi, team!

I tried this template on my laptop and received the following error message while using 'azd up'

Steps to reproduce the behavior:

1. Go to 'azd init -t ...'
2. 'azd up'
3. See error

Desktop (please complete the following information):

• OS: Windows (VS Code)

I'll be creating a pull request to help with this issue and adding improvements to the troubleshooting section based on my experience with other errors to help more people 😄

I made a change last week to remove pendulum, which requires rust. Are you still seeing the error after that change?
