[BUG] Suffix (1) will be added when importing tools and credential with identical name into another workspace

Describe the bug
When exporting tools, variables, and importing them into another workspace, a suffix (1) will be added automatically to the names.

This behavior indicates that there’s another existing tool/variable in someone else's workspace, which foreign workspace users are not allowed to know.

Additionally, this behavior makes it more uncomfortable to import and manage the same tools/variables in different workspaces for different users. This can be used for e.g. blueprint setups and/or staging/development processes.

Expected behavior
Names remain stable when importing them into a workspace where these names have not been used yet.
