The create_custom_metric test code that's failing in this issue has not been modified in about 2 years, and the fact that this test passed in a later build suggests that the code is valid (no changes to the API).
Closing as "flaky" test.

This could be related to #10115 — which was likely a server error (on Google Cloud's end).
