Remove the decentralization parameter field in the Babbage

For Vasil HF we have #4051 as a quick fix to deal with d parameter=null in Babbage (d=0 in Alonzo). This ensures build-raw works with V1 scripts when building an Alonzo tx in the Babbage era.

The right solution is to remove the decentralization parameter field in the Babbage, which needs deeper changes and has to be thought in terms of the api. Increase priority after the Vasil HF

Involve Ledger and Operations in the process.
