🚀 Feature: Use the new Bingo architecture

Overview

Corresponding to JoshuaKGoldberg/bingo#76 & JoshuaKGoldberg/bingo#138 -> JoshuaKGoldberg/bingo#191: the create engine is being renamed to Bingo. The major changes in that PR that impact CTA are:

• The blocks system is no longer a core part of create/Bingo; instead, it's provided by a separate "Stratum" engine
• initialize and migrate are renamed to setup and transition, respectively
• A bingo-systems package is split out for the system creators and types

Additional Info

I believe this is the last step that will need to happen before #1831.
