Expected

If a repo's README.md has an ## h2 between its badges and ## Usage, it shouldn't be removed. It should be preserved.

Actual

https://github.com/JoshuaKGoldberg/tidelift-me-up/pull/684/files#r2027035918 shows one that is deleted.
