🐛 Bug: Stop uninstalling should-semantic-release

Expected

A lot of old repos of mine used to have should-semantic-release explicitly listed as a devDependency. But, that's long since passed, and I've transitioned most of those repos over to not needing them. If a package -e.g. https://github.com/JoshuaKGoldberg/release-it-action- wants the dep it should be allowed to stay.
