Add telemetry to win32-openssh

Github releases will not have telemetry enabled.
Win32-OpenSSH shipped in to windows as an optional feature will have the telemetry enabled. This is optional, enabled by default. Customers can choose to opt-out if they don't want to send telemetry information.
In Windows 10, it's under Privacy-->Diagnostic & Usage Data. OpenSSH telemetry will only send when diagnostic & usage data is set to "optional" (previously known as full).
