It would be useful to allow scanning a large number of file paths at once and only these paths.
This is more of less what the --include is supposed to do, but it may helpful to have a file as a list of paths input.
This may be useful in scancode.io too
I though of this following the review of https://github.com/nexB/scancode-toolkit/pull/2395/files by @tardyp
