Summary

The current release process is arduous and error-prone. We should automate it end-to-end. @sthulb is currently working on simplifying this across all the Powertools libraries; once that is done we can leverage his work to complete the Java process.

Why is this needed?

To help us increase the speed at which we can make releases, and increase our confidence in the correctness of the releases.
