Temporarily pin to ubuntu 20.04 (#1800)

The ubuntu-latest selection switched to 22.04 which does not include
firefox, so the tests which run firefox are failing. The image with
22.04 will be updated to include firefox soon. Until then, select
`ubuntu-20.04` directly and disable the mono_repo self validate step.
