OpenShift 4.16+ support for Registry Operator

User Story

As a developer I want OpenShift 4.16+ to be supported, so that I can install the registry operator using official means into my OpenShift 4.16, 4.17, or 4.18 cluster.

As more users are using OpenShift 4.16-4.18 the need to support this version is essiential to ensure devfile services are up to date with compatibility and security patching. Given this is still a manual process, we'll need to exercise a few steps to provide the support to this version.

Acceptance Criteria

• Devfile Registry Operator should be updated to support Go 1.22 #1694
• Upgrade devfile registry operator to use operator SDK v1.39.1 #1626
• Upgrade registry operator to use OpenShift 4.18 testing #1669
• Publish 0.4.0 release for registry-operator #1695

@ibuziuk I'll change this issue to target 4.18 and support backwards compatibility for 4.17 and 4.16.

Current Dev Spaces is supporting all supported versions of OpenShift, i.e. 4.14-4.18. We'll need to see if it is feasible for us to support the same range.
