Issue Description

Update devfile/api Go module to use Go 1.23.

Acceptance Criteria

  • Update go.mod to Go 1.23
  • Update generator/go.mod to Go 1.23
  • Update go version under github workflows
  • Do code refactoring where needed
  • Update Go tag under README
