From outside of a Go module (e.g. in the \tmp directory), and GO111MODULE=on

go install golang.org/x/tools/go/packages
go list -f '{{ .StaleReason }}' golang.org/x/tools/go/packages
What did you expect to see?
An empty StaleReason
What did you see instead?
not installed but available in build cache
This seems confusing, since the documentation of Stale is would 'go install' do anything for this package?. However go install will do nothing for this package, excluding making it available in the build cache and module cache.
Without first go install, I get
stale dependency: golang.org/x/tools/go/internal/gcimporter
