Blocks PR: #3427 - [SYCL] Turn on -fsycl-id-queries-fit-in-int by default

This causes regression for SubGroup/sub_group_as.cpp, sub_group_as_vec.cpp after changing default behavior for sycl-id-queries-fit-in-int option. The tests were added for sub-group load/store methods for raw pointers on #3255:
