We can start with the presubmit setup, specifically something like https://github.com/kubernetes/test-infra/blob/master/config/jobs/kubernetes-sigs/jobset/jobset-presubmit-main.yaml

and add two items for

unit tests (example)
verify to ensure that auto-generated files are up to date (example)
