GW Conformance Testing

What would you like to be added: GIE should have a suite of conformance tests to validate it a new GW implementation is properly conforming to the GIE APIs.

Why is this needed: Ease of adoption for new gateways.

cc: @robscott @danehans @LiorLieberman just an FYI. Imma put this as a nice to have for v0.3.0 so no immediate pressure, but I think we will continue to get asks about this, I think the 3 of you will have the best context on what's needed here.

+1, we really need to start conformance tests soon.

As far as timeline, I can't remember when we're targeting v0.3, but I think work on conformance tests will probably take more than a month, and may not get much of a start before KubeCon.
