  1. Create multiple tempo elements
  2. Try dragging the top one
  3. It will randomly move to the bar above and glitch

Moving to the staff above while dragging is, for now at least, by design - MuseScore automatically re-anchors to the near note while dragging. You can hold Alt to suppress this, or use the keyboard to move the elements. The glitch was a bug but is already fixed for the upcoming 4.5.2 - see #27101

I see, didn't manage to find the issue already listed before since I didn't search for the correct terms. But thanks for clarifying!
