fix: can only deploy NGINX Plus IC with JWT in kubeconfig project

Describe the bug
The first pass through this code relies on the user having a JWT in order to install the NGINX IC; this is a temporary work-around, and the code will be updated to enable the use of the NGINX IC.

Eventually, this will be part of the refactored logic described in #81 but we want to fix this for other users.
