Incorrect Single Node OpenShift vCPU requirements

I attempted to stand up SNO v4.18.4 via the assisted installer on a node with 12 vCPUs, but it was deemed insufficient in the Hybrid Cloud Console, which noted that 16 vCPUs are required.

The node had 32GB of memory and 512GB of disk space, which did not throw any errors or exceptions in the Console.
