Why does the source code not include the option to create a new app through the dashboard? It seems that I have to create new apps via command prompts. Did I miss something?

Creating a new app is more involved than can be done with the dashboard. You can follow some discussion about how we might add that feature here: parse-community/parse-dashboard#188
