The PatternFly website contains the following note in the Filter design page:

If an attribute can only have one filter value at any time, selecting a new value will replace the previous filter rather than adding a new one.

I'd like to suggest implementing this behavior in the pfToolbar component. We could have an optional property in the filterConfig.fields objects.
