Describe the Bug

We obtain a fresh copy of AW from etcd in the preempt thread but it could be the case that the pod count is not updated

Codeflare SDK:
MCAD: Release 1.34 and the main branch

Steps to Reproduce the Bug

Fire sample AWs with preemption enabled and check pod count status

What Have You Already Tried to Debug the Issue?

Expected Behavior

before preemption, MCAD should update pod counts

Screenshots, Console Output, Logs, etc.
