Add support for Python 3.13

[bdist_wheel]
universal=1

Is this still appropriate or does this package includes python ABI dependence or platfom binaries. I am trying to update the conda recipe and do not see that it needs to be platform/python dependent and planning to move it to a no-arch recipe
