This is a bug in CMakeLists.txt for windows and linux

It will be fixed soon, windows and linux users can setup it manually using

dart run opencv_dart:setup windows -a x64 -f

to fix it now.

fixed in https://github.com/rainyl/opencv_dart/tree/v1.1.0%2B1, and a cherry pick to main in be648bc
