Updating .NET based dependencies

So, when I forked this repo i had to upgrade a lot of the projects to newer versions of .NET since most were targeting .NET 4.5 which ended support in April 2022.

I know the latest version of .NET is 4.8.x but to make the transition here i was thinking of doing a small release that brings the .NET side of dependencies to .NET 4.7.2 as the first pull request/update.

Thoughts, objects, concerns?
