Move Debug Action to the actual debug port tree item

Which functionality do you think we should update/improve?

Actually, the Debug action is available on the Component, only if debug mode is runnning, then asking a port to debug to.
This is error prone to novice users.
By moving the debug action to an URL, and checking that is URL is annotated as debug port, we can improve a lot the user experience.
