[RFE] Skip sleep if boot order matches the requested

Is your feature request related to a problem? Please describe.
We have a 10 minutes sleep after the boot order is requested for allowing the changes to be applied. This will trigger regardless of the outcome of the badfish request. Removing the sleep in the case when the change is not applied as deemed unnecessary would dramatically improve the release time for some assignments.

Check if the change is required before requesting it and trigger the sleep only if necessary.

Check the response from the change request or do a boot order check before the request.
