"Other News" section

It bugs me that lots of planned news are getting left out from the newsletter if no one claims them and at the same time forcing maintainers to write complete sections for everything is not sustainable.

Maybe we should try restoring the "Other News" section as a minimally prettified dump of [ ] items from the plan? Basically, just name, optional short description, and links so it wouldn't take much time to prepare? My initial attempts to write similar sections with one-liners - https://gamedev.rs/news/001#other-news - were criticized for being unclear/unjustified why some news got a full section while others were only briefly mentioned. But this concern should be mitigated now as the newsletter creation process is fully open and everyone can drop a PR if they care.

I'm going to drop a prototype PR based on items left out from N27 soon.
