When opening Crates.io, only the "browse all crates" option is provided, so for a new visitor has to scroll to the bottom to see that the "popular keywords/categories" option is also available and there's an option to browse by keywords/categories at all.

Do you have a suggestion on how to make this more obvious?

There could be another line with a dropdown menu under "Browse all crates" like this:

Browse all crates
Browse by [dropdown]

On https://crates.rs/ I've displayed all categories front and center, sorted by each category's (number of crates * number of downloads of top crates). Feel free to steal that idea :)
