Need a function that takes 2 filters, and merges them together.

filter1 = {"virtualGuests":{"hostname":{"operation":"test"}}}
filter2 = {"virtualGuests":{"domain":{"operation":"bleh.com"}}}

merged_filter = utils.merge_filter(filter1, filter2)
