remove: remove stats/base/dcumin

This commit removes `@stdlib/stats/base/dcumin` in favor of `@stdlib/stats/strided/dcumin`.

BREAKING CHANGE: remove `stats/base/dcumin`

To migrate, users should update their require/import paths to use
`@stdlib/stats/strided/dcumin`, which provides the same API and implementation.
