--value is not recognized when using in complex scenarios

}

Using --value(--color-*) doesn't work because it's wrapped in quotes.

It should also work if it's used in a complex place, like if you use it inside this:

background-image: url("data:image/svg+xml,%3Csvg xmlns='http://www.w3.org/2000/svg' width='32' height='32'%3E%3Cpath d='M0 0h32v32H0z'/%3E%3C/svg%3E");

Hey! This is currently expected behavior see my response to your other issue: #17460 (comment)

Going to move this to the idea section as well but for now if you need to do dynamic string concatenation, you'll have to use the JavaScript plugin API I'm afraid.
