Member restore create member which already exists

I tried the restore member option recently added to Umbraco Deploy:

However I already had a member with an user name and it seems Deploy create a member with same user name (which I had on development environment with different guid).

It should be possible as Umbraco doesn't allow that from UI.

I think it may be okay the create members with same email depending on configuration:
umbraco/Umbraco-CMS#15676

@AndyButland is this expected or does Umbraco just ignore this existence or member with the user name? Perhaps the validation is only in backoffice?
