Question about the function triggerEffects

Hello,

I have question about the function triggerEffects on this file

Is it normal to do a for loop twice with the opposite check ?
Moreover effect.computed is not used in function triggerEffect.

If there is a logic to this usage, can you explain it to me ?
I try to understand the code of reactivity/effect.

It ensures that all effects from computed() are triggered before other effects.
