Need clear guidelines about when SoC HAL should be module and when it shouldn't.

Clearer documentation in contribution guidelines to avoid making these decisions during reviews.

There has been unfruitful discussion here #36654 and here zephyrproject-rtos/hal_microchip#13

Clear guidelines are required to avoid bottlenecks during review
