Upgrade prompty

Purpose

The previous prompty had a performance issue, especially when called from the root of the repository (like for running tests). That issue is now fixed, so let's upgrade to the new version.

Does this introduce a breaking change?

When developers merge from main and run the server, azd up, or azd deploy, will this produce an error?
If you're not sure, try it out on an old environment.
