[ENG-2391] Add tests for review-actions-list

Purpose

• Add tests for the review-actions-list component

Summary of Changes

• Update the show/hide messages to be translated strings
• Update condition to show loading error message to actually work
• Add tests for various states of review-actions
  • Note: Right now it seems as though there isn't a good way to test errors in component tests. (ie: assert.throws or assert.raises will not catch the error). setupOnerror is used here as a way to catch errors. Issue noted here: render does not reject when rendering fails emberjs/ember-test-helpers#310
