It doesn't seem like the toolset field in CMakePresets.json can
contain a macro argument like $penv{}.
This is the "old way," for testing the Linux, Apple and Android builds for now.

Incredibly, github has decided not to include vcpkg on macOS in order to "save space."
An sexp, an sexp, my kingdom for an sexp...
The EZVCPKG code uses cpp-httplib[core], so let's be like it.
Whether a package's default features are included or not is controled by the top-level project. Apparently this is by design in vcpkg land.
Start preparing for Cesium Native to not be a submodule anymore.
Also set up AWS vcpkg caching
