Fix caching in Cloudflare version using R2 as a backend

This PR moves from KV to R2 as a cache backend because of opennextjs/opennextjs-cloudflare#550

With opennextjs/opennextjs-cloudflare#551, we could leverage a longer cache max-age in the regional cache.
