It appears that on GitHub
ubuntu-latestis Ubuntu 22.04 and there are no Swift downloads for it for older versions prior to 5.7 https://www.swift.org/download/. So for testing5.4,5.5and5.6I suggest using an older version of Ubuntu that Swift has downloads for.
