Overview

Coming over from JoshuaKGoldberg/create-typescript-app#1966: create-typescript-app v2 is stable and I'd like to bump all my repositories over to it. I'd also like to take get this repository automatically transitioning to each new version of CTA with Renovate (JoshuaKGoldberg/create-typescript-app#1965). 🚀
