implement legacy support

增加legacy功能/组件，将淘汰或者废弃的功能放在legacy下，确保用户可以在未来的版本中继续使用老版本的功能，同时也可以保证rt-thread不被历史包袱所裹挟，轻装上阵。
利用此种方法，可以确保rt-thread在未来所有版本都可以支持老版本的函数和头文件，而且未来版本不会因兼容性而束缚住手脚。
