This reverts commit 9b33936.
Although blocks are available in Xcode and on Apple platforms, this extension to the C language wasn't accepted as part of the standard.
I looked at discussions of closures across a number of widely used languages, in terms of what names were used as part of that discussion. Note that these aren't necessarily the actual name of a feature in each language, just the terms I saw folks use when teaching this (or a similar) concept. * C# - lambda expressions, anonymous methods * C++ - lambda expressions * Java - closures, first-class functions, inline functions * JavaScript - closures, nested functions, code blocks * PHP - closures, anonymous functions * Python - lambdas, nested functions * Ruby - closures, blocks, procs, lambdas * Visual Basic - lambda expressions, function expressions, closures

Typo is from commit 8420dda and appears only here -- nowhere else to make this correction.
Confirmed this is supported as of swiftlang-5.9.2.2.56.

Early on, TSPL depended on DocC features that had landed on that repository's mainline development branch, but were too new to appear in Xcode's DocC. That hasn't been the case for a while now. Removing the need to locally compile DocC speeds up and simplifies the build process.
