alphabetical package.json dependencies

Repro steps

New projects, generating a library, and I believe some add commands results in package.json dependencies not in alphabetical order

Observed behavior

example 1:

ng new my-project

example 2:
ng g library my-lib

Desired behavior

package.json dependencies to be alphabetical after any command generates entries, as if added by npm i --save
