Summary
Changes
This PR re-enables the deployment of Serverless Application Repository (SAR) for v3, which was previously disabled due to necessary changes and pipeline instability.
There is an issue to update the documentation as soon as we deploy the SAR application.

Customers will be able to see Powertools Python application here: https://serverlessrepo.aws.amazon.com/applications
