docs(homepage): update layer instructions link

Changes

• Updated the Link for the Layer Optimization to point to the main repository

User experience

• Before Users where pointed to the powertools-lambda-layer-cdk repo which will be archived on 5th of April (This repository will be archived on April 5, 2025 powertools-lambda-layer-cdk#112), this could cause confusion and in the long term provide outdated information.
