Summary
Changes
This PR moves RFCs from GitHub Issues to GitHub Discussions. The reasons as for why I think this is a better idea are articulated in the linked issue, however the TL;DR; is that Discussions give the ability to have multiple threads and better interaction via in-context replies.
This is a two-way door for us, if we don't like how it works we can always roll back.
