I created a new issue (#3890) where we will address the comments, since they require a bit more work and I want to merge this as an intermediary solution ahead of tomorrow's release. |

This PR updates the
.github/scripts/update_layer_arn.shscript to handle updating the Lambda layer ARN for GovCloud layers.The PR also updates the "Releasing a new version" section of the maintainers handbook to include an updated checklist for releases.
