jack-in support for Basilisp .

Ability to jack-in to Basilisp.

Describe alternatives you've considered

Use CIDER connect to the basilisp nREPL server, but this require to manually start the server.

Additional context

Basilisp is a Clojure compatible dialect implemented in Python.

I'll follow up with a PR.
